The survey covers the number of crisis events that have occurred on the territory of the Republic of Bulgaria by types, identified damages from them; funds received and spent for prevention and preparedness by types of hazards; income and expenses for events that occurred in the reporting year and in previous years; affected persons and material damages by municipality.

Crisis events/hazards - earthquakes, movements of land masses, volcanic activity, storms, extreme temperatures, harsh winter conditions, floods, avalanches, mudflows, droughts, fires, infectious diseases in humans and animals, including zoonoses, pest infestations, space phenomena, industrial, transport and other accidents, environmental degradation and others, including their subcategories. 

Occurred crisis event - disaster, incident, accident of a large scale or crisis.

An exhaustive survey among municipal administrations. All events leading to human losses and material damage that occurred on the territory of the country within the reporting year.

The whole territory of Republic of Bulgaria.

The data is provided to the Ministry of Internal Affairs - General Directorate "Fire Safety and Protection of the Population" and according to the signed data exchange agreements, ensuring the protection of confidential information.

Regulation (EU) No. 223/2009 of March 11, 2009 defines general rules for determining and protecting confidential data.

The Statistics Act also guarantees the protection of statistical secrecy and the use of individual data of municipal administrations only for statistical purposes (Article 25).

The dissemination of individual data is carried out only in accordance with Art. 26 of the Statistics Act. According to the Statistics Act and European legislation, individual (primary) data of budget enterprises are confidential.

Data are published according to the Release Calendar presenting the results of the statistical surveys carried out by the National Statistical Institute.

NSI makes the necessary efforts to reduce the workload of the respondents. The online based Information system “Business statistics” maintained by NSI and the methodological and technical assistance provided to the respondents during the reporting campaign were highly appreciated by them and helped to reduce their workload.

National policy allows the revision of already published data if there are serious reasons for doing so.

Revised data replaces already published data as soon as possible after the revision is made.

The data is collected using the statistical form "Report on natural disasters, accidents and crisis" on paper and/or by entering the information online in the "Business Statistics" Information System of NSI. Respondents are the municipal administrations. Data from NSI’s surveys, specialized administrative sources of the Ministry of the Interior, National Railway Infrastructure Company, Ministry of Regional Development and Public Works.

Data validation is done through:

- arithmetic and logic control of input data;

- a comparability check against the data collected from the additional sources of information.

Observation is exhaustive and no further evaluation of the data is done.

Events occurring at a nationwide scale, such as the COVID-19 pandemic, are considered a singular event for the country but are still counted in each district (NUTS3).
