Three legislative proposals were examined on 21 March at the third meeting of the Council Working Party on Statistics under the Bulgarian Presidency.
The European Parliament’s amendments on the Integrated Farm Statistics (IFS) proposal were discussed. The Chair of the Working Party on Statistics Sergey Tsvetarsky, President of the National Statistical Institute of Bulgaria, informed the delegations about the outcome of the technical meeting with the European Parliament and the Commission, which was held on 19 March. Alternative compromise texts on the four most controversial issues were drawn up. The third trilogue will take place on 11 April 2018.
The second proposal discussed was on the Integrated European Social Statistics (IESS) file in view of the upcoming trilogues with the European Parliament and the Commission in March and April 2018. Following the adoption of the general approach at the previous meeting and the mandate received for the trilogues, the delegations discussed the EP’s amendment proposals. The framework for reaching a successful outcome of the negotiations with the EP and the Commission was established. The first trilogue on this file is scheduled for 27 March.
Discussions started on the proposal for a regulation on European Business Statistics (FRIBS). The preparation of this particularly complex framework regulation, which repeals 10 legal acts in the field of business statistics, started in 2011. After making general observations on the proposal, the Member States’ delegations discussed its specific provisions.
The substantive discussions on FRIBS will continue at the next meeting on 19 April.
