The end of 2020 marks one year since the Information System ’Monitorstat‘ has been released

At the end of 2020, the Information System ‘Monitorstat’ turned one year old. It was developed as a part of the project ’Building a statistical base and information system for monitoring of European and national strategies and regional policy‘, implemented with the financial support of the Operational Program ’Good Governance‘ (OPGG) 2014 - 2020, co-financed by the European Union through the European Social Fund.

In 2020, around 200 statistical indicators have been published with respect to 16 national, European and international strategic documents. In parallel with the indicators related to key strategic documents, ’Monitorstat‘ also contains 229 result indicators, thus providing up-to-date information needed for monitoring of the EU operational programs during the programme period 2014 - 2020.

Integration of ’Monitorstat‘ with the Information System for Management and Monitoring of EU funds in Bulgaria 2020 (EUMIS)

In the second half of 2020, the integration between the two systems allowed 38 procedures under three Operational Programs for the programme period 2014 - 2020 for benefitting from the available data. The total number of applications using data on candidate beneficiaries that has been processed and sent to EUMIS was 4 750. The follow-up assessment report shows the benefits from the integration with respect to the services, provided by NSI. They are listed below:

• Funds saved
- an average of BGN 56.00 per candidate beneficiary (standard service for issuing the relevant certificates and documents);
- a total of BGN 266 000 for all candidate beneficiaries
 
• Time saved
- an average of a man-day per candidate beneficiary (submission of an application, receipt by the NSI, scanning and entry into the EUMIS portal);
- a total of 4 750 man-days or 38 000 man-hours for all candidate beneficiaries
 
• Resources saved at the NSI
- an average of 2 man-hours per request (acceptance of the request, processing, verification and accounting of the transmission);
- a total of 9 500 man-hours for execution of all requests;
- approximately 500 kg of paper saved;
- 4 750 users less at the NSI’s reception.
