The National Statistical Institute has started work under the ‘Income and Living Conditions (ILC) - Statistical infrastructure under IESS - SILC 2022 module - 2021 and 2022 Infra-annual data collection’ project since September 2021. The implementation of the project is in accordance with Grant Agreement with the European Commission N 101052273 - 2021-BG-ILC-SILC.
The implementation of the new requirements of the IESS regulation is a challenge for the NSI. The requirements for improving the timeliness, together with the new variables (including disaggregated benefits) and the new modules’ variables require changes in the process of conducting the SILC survey. The implementation of the project activities will provide an opportunity to improve the data processing, fulfil the technical requirements for the variables, and provide quality data from the survey. The project activities will support the implementation of the pilot data collection exercise by conducting an infra-annual data collection on social inclusion, living conditions and well-being under HBS survey.
In order to fulfil the main objectives of the project the following main activities are planned to be taken:
- To organize and coordinate SILC survey with focus on technical characteristics; explanatory notes for the variables of the 2022 module.
- To prepare a model questionnaire, interviewers’ instructions and training the staff involved in the project. To develop a software for data entry and data processing.
- Conducting the fieldwork and data collection, incl. continuous monitoring.
- To organize and coordinate HBS survey with focus on technical characteristics; explanatory notes for the variables of the infra-annual data collection on social inclusion, living conditions and well-being.
- To prepare a model questionnaire, interviewers’ instructions and training the staff involved in the project. To develop a software for data entry and data processing.
- Conducting the fieldwork and data collection, incl. continuous monitoring.
- Provide comparable and reliable data.
The expected results from the action are optimization of data collection and data processing methods according to the new requirements on multiannual rolling planning and methodological guidelines provided by Eurostat. The activities will support the introduction of changes for BG-SILC data collection, technical implementation and increased efficiency of microdata processing and transmission to Eurostat according to methodological guidelines.
The expected result from infra-annual data collection on social inclusion, living conditions and well-being are successfully implementation of the pilot data collection, transmission of the data according to Eurostat requirements and providing a quality report in respect to guidelines.
The duration of the project is 19 months and will end in March 2023.
