Experts from the National Statistical Institute of Bulgaria - Ivan Balev, director of "Demographic and Social Statistics" Directorate and Temenuga Georgieva, Senior Expert from the Regional Statistical Office – Blagoevgrad, have the status of international observers at the Population, Households and Housing Census in Bosnia and Herzegovina, which is held from 1 to 15 October 2013. The last time such a census in the Balkan country was conducted 22 years ago - in 1991. The region of the former Yugoslavia suffered historically significant changes and for that reason there is no current data on population and living conditions.

The task of both experts from the NSI is to monitor the process and ensure compliance with the standards and recommendations set by international organisations (the Statistical Office of the European Union – Eurostat, and the United Nations Economic Commission for Europe). The group of international observers includes 28 statisticians - proven experts in the methodology of censuses and experienced in their conduction which undoubtedly both Bulgarian experts are.

Ivan Balev has an extensive experience in organizing and leading the Population and Housing Census in Bulgaria. He participated in the organisation of the Bulgarian population census in 1975, meanwhile being an observer at a regional level. In 1993, Mr. Balev specialized "Demography" in Denmark, and in 1996 - "Census Management of Population and Housing" in Germany. He developed the budget, the programme and the methodology of the Bulgarian population census in 2001 and 2011. In 2002 he was a consultant of the census in Armenia, and in 2004 he was an observer of the census in Moldova. He is a member of the Eurostat Group of Directors of Social Statistics.

Temenuga Georgieva is a senior expert in the Regional Statistical Office - Blagoevgrad. She works in the field of statistical analysis and statistical registers. In December 1992, Ms. Georgieva was a member of the municipal census commission at the municipality of Blagoevgrad. In March 2001 and in February 2011 she was a member of the municipal census commission in Petrich municipality, while being responsible for the selection and training of enumerators and supervisors.
