With getting closer of 7th September more often people ask us the question: “My child is abroad and should they be counted in Bulgaria?”
The answer to this question is: “It depends on the circumstances”.
Census makes a specific “high-resolution” snapshot of people and life conditions all over the country. It shows what the situation is as to a certain moment – 0:00 of 7th September 2021.
For this reason, all people who reside in the territory of Bulgaria as to this moment will be counted, regardless they are Bulgarian or foreign citizens, including persons seeking asylum and those granted such status under the Asylum and Refugees Act.
Of the Bulgarian citizens who are not in Bulgaria as to 7th September, those will be counted who are absent temporarily from the country (for less than a year). Bulgarian citizens who reside abroad permanently will be subject to counting in the countries where they live.
In compliance with the world statistical practice, we will count the diplomats and the Bulgarian citizens who work in our missions abroad, and the members of their families; military officers and the river and sea ships crews who are outside the country as to the critical time. There will not be counted — personnel of foreign diplomatic and consular representation offices in the Republic of Bulgaria; foreign military personnel in the Republic of Bulgaria and foreign river and sea ships crews.
Also, all residential buildings and dwellings in them will be counted, as well as the dwellings in non-residential buildings where as to the census critical time live people. Furthermore, NSI has already had the geographic coordinates of the residential buildings and after the census the foundation of the statistical register of the dwellings in the country will be laid.
Every census aims at finding the number of the permanent residents of a certain country so that they can get better administrative, healthcare and educational services and social welfare.
For the census it is not important whether we are owners, tenants or landlords, but what our life conditions are, how we travel to our work place, whether disabled people have hindered access to their own home, whether we seek work actively.
Therefore, population census is the most significant statistical survey. The more accurate it is, the higher the resolution of the snapshot to make will be.
