The basis for the discussions on this file was the Bulgarian Presidency compromise text on Articles 1 to 27 of the proposal for a Regulation of the European Parliament and of the Council on European business statistics amending Regulation (EC) No 184/2005 and repealing 10 legal acts in the field of business statistics (FRIBS).
Articles 1, 2 and 3 were examined. The main controversial issues are related to the scope of the national business registers in Article 3. Examination of the remaining articles of the FRIBS file will continue at the next meeting of the CWPS, scheduled to take place on 29 May 2018.
Sergey Tsvetarsky, Chair of the Council Working Party on Statistics and President of the National Statistical Institute of Bulgaria, debriefed the delegations of the outcome from the 1st and final trilogue on the proposal for a Regulation of the European Parliament and of the Council on the harmonisation of gross national income at market prices (GNI Regulation) repealing Council Directive 89/130/EEC, Euratom and Council Regulation (EC, Euratom) No 1287/2003. Part of the Member States supported the compromise reached, and the remaining have to provide information on their scrutiny reservations.
Delegations were also informed of the outcome from the 3rd and final trilogue on the proposal for a Regulation of the European Parliament and of the Council on integrated farm statistics and repealing Regulation (EC) No 1166/2008 of the European Parliament and of the Council of 19 November 2008 on farm structure surveys and the survey on agricultural production methods, and of Regulation (EU) No 1337/2011 of the European parliament and of the Council of 13 December 2011 concerning European statistics on permanent crops. And here too, the compromise reached was supported by a part of the Member States, and the other are expected to provide information on their scrutiny reservations.
The Bulgarian Presidency debriefed the delegations of the outcome from the 1st trilogue on the proposal for a Regulation of the European Parliament and of the Council establishing a common framework for European statistics relating to persons and households, based on data at individual level collected from samples (IESS).
