The Intrastat system, introduced in Bulgaria in 2007, enables significant respondents’ burden reduction compared to customs clearance but despite all at the European level it is considered as one of the most burdensome statistics for the respondents. For that reason after its introduction the system has been a subject of many discussions and initiatives at political and technical level.
Taking into account the need for further administrative burden reduction of the Intrastat system, Eurostat made a proposal for a new approach - SIMSTAT (Single Market Statistics), which contains some measures in this direction. One of these measures is the exchange between Member states of micro-data on exports within the EU. The aim is to provide an additional source of data which would allow Member States to reuse the intra-EU dispatches micro-data produced by other Member States for the purpose of checking and/or producing their own intra-EU arrivals' figures.
The main objectives of the project which will be implemented under a grant agreement with the European Commission № 06151.2013.004-2013.572 are to build reliable and secure environment for the exchange of intra-EU dispatches data on national level and to modernize the components of the information system for compiling statistics on foreign trade in relation to the requirements of the SIMSTAT approach.
The connectivity between national statistical institutions will be built via the network of the customs and tax administrations in the EU (CCN), and Eurostat will be the central point (HUB) of the data exchange.
The project duration is 14 months and it ends in March 2015.
