Data description | National accounts data for Bulgaria are compiled according to the main methodological recommendations of the documents "System of National Accounts, 2008" (SNA 2008), an issue of EUROSTAT, IMF, OECD, UN and the World Bank, and "European System of Accounts, 2010" (ESA 2010), an issue of EUROSTAT. Main macroeconomic indicator of the Expenditure approach method is final consumption expenditure of households (HFCE).HFCE is calculated by domestic concept. Expenditures of resident and non-resident households on the economic territory (domestic concept). Household consumption expenditures are presented in 12 major sections. |
Classification system | Household consumption expenditure can be classified by consumption purpose according to the COICOP classification (Classification Of Individual Consumption by Purpose, see also Commission Regulation 113/2002 of 23 January 2002). COICOP categories at two-digit level are as follows: 01 - Food and non-alcoholic beverages |

Statistical concepts and definitions | All statistical concepts and definitions to be used in national accounts are described in Annex A of the ESA 2010 Regulation. The two main sets of tables concern: (a) the institutional sector accounts; (b) the input-output framework, and the accounts by industry. Final consumption expenditure of households, covering the following items:purchases of goods retailed incl. purchases between population purchases from catering and chairs, as well as pay for the repair of the goods; •Purchase of services - electricity, water and heat; •transport and communication services, residential rents, educational services paid health services, services related to leisure, culture and sport; •insurance and other services; •goods produced by households for their own consumption, represented by unincorporated activities and natural products consumed by the population; income in kind; •imputation of housing occupied by owners. |

Statistical population | Statistical population of a country consists of all resident and non-resident households. A unit is a resident unit of a country when it has a centre of predominant economic interest on the economic territory of that country — that is, when it engages for an extended period (one year or more) in economic activities on this territory. National accounts combine data from many source statistics(Household budget survey, Retail trade statistics, Administrive source data e.g.) |
Reference area | The reference area for national accounts is the total economy of a country. The total economy of a country can be broken down into regions. The NUTS classification provides a single, uniform breakdown of the economic territory of (the Member States of) the EU. |

Data revision - policy | National data are revised according to national schedules, and revisions are transmitted to Eurostat. Figures for the annual aggregates are revised at least twice per year, with the t+2 months and the t+9 months releases of quarterly accounts. These dates are pre-announced in the release calendar on BG NSI's web-site. On these occasions, previously published figures are subject to revision for all variables and all quarters. |
Data revision - practice | National accounts data are subject to continuous routine revisions as new input data becomes available. This will typically also entail revisions of the national accounts aggregates, which are derived from these data. In BG national accounts two types of revisions are: Regular – quarterly, preliminary, final data; and Major - based on implementation of new methodology or GNI reservations. |

Confidentiality - policy | Law on Statistics; Regulation (EC) No 223/2009 on European statistics (recital 24 and Article 20(4)) of 11 March 2009 (OJ L 87, p. 164), stipulates the need to establish common principles and guidelines ensuring the confidentiality of data used for the production of European statistics and the access to those confidential data with due account for technical developments and the requirements of users in a democratic society. The European Statistics Code of Practice provides further conditions that have to be respected by statistical offices in regard to statistical confidentiality (Principle 5): The privacy of data providers (households, enterprises, administrations and other respondents), the confidentiality of the information they provide and its use only for statistical purposes are absolutely guaranteed. |
