Описание на данните	Статистическото изследване на научноизследователската и развойна дейност (НИРД) осигурява международно съпоставима информация за характеризиране на ресурсите (разходи и персонал) за научноизследователската и развойна дейност в България.
Използвани класификации	· Класификация на икономическите дейности (КИД-2008); · Класификация на областите на науката (FORD); · Класификация на териториалните единици за статистически цели в България (NUTS).
Обхват	Статистическото изследване на НИРД обхваща осъществяваната НИРД и в четирите институционални сектора – „Предприятия“, Държавно управление“, „Висше образование“ и „Нетърговски организации“.
Понятия и дефиниции	Научноизследователската и развойна дейност включва всяка творческа и систематична работа, която се провежда с цел да се увеличи обемът на знанията, включително познанието за човека, културата и обществото, както и за разработването на нови приложения на наличните знания. Научноизследователската и развойна дейност (НИРД) обхваща фундаментални и приложни изследвания и експериментални разработки. Показателят „Разходи за научноизследователска и развойна дейност (НИРД)” се дефинира като всички разходи за осъществена в рамките на статистическата единица НИРД, независимо от източника на финансиране. Разходите за НИРД включват текущите разходи и разходите за придобиване на дълготрайни активи, предназначени за НИРД. Показателят „Персонал, зает с НИРД” измерва човешките ресурси, пряко заети с НИРД, които са отговорни за създаването, прилагането и разпространяването на новите знания. Той обхваща лицата, пряко ангажирани с НИРД, и лицата оказващи директна подкрепа за НИРД (мениджъри, администратори, техници, чиновници). Персоналът, зает с НИРД, включва следните категории: · Изследователи; · Друг персонал, зает с НИРД. Изследователите са професионалисти, ангажирани със създаването на нови знания. Те провеждат изследвания, усъвършенстват и развиват концепции, теории, модели, техническо оборудване, софтуер и оперативни методи. Категорията друг персонал, зает с НИРД обхваща техниците и друг помощен персонал. Техниците участват в НИРД чрез извършване на научни и технически задачи, свързани с прилагането на концепции и оперативни методи и използването на оборудването за научни изследвания, обикновено под ръководството на изследователите. Помощният персонал включва квалифицирани и неквалифицирани работници, както и административен, секретарски и чиновнически персонал, участващ в научноизследователски проекти или пряко свързан с такива проекти.

Статистическа съвкупност	Статистическото изследване на НИРД обхваща всички научни институти и организации, Българската академия на науките, Селскостопанската академия, висшите училища, университетските болници, предприятията и други организации, които независимо от вида на основната си дейност извършват и НИРД - т.е. ако поне едно лице от персонала през годината е заето с НИРД.

Конфиденциалност - защита на данните	Съгласно Закона за статистиката и Европейското законодателство конфиденциални са индивидуалните (първичните) данни на предприятията. За да се гарантира тяхната защита и невъзможността да бъдат идентифицирани, агрегираните показатели също се определят като конфиденциални, когато даден показател е получен от едно или две предприятия или когато едно предприятие формира над 85% от стойността на показателя.

Data description	The statistical survey on research and development activity (R&D) provides internationally comparable information about the characterization of resources (expenditure and personnel) on research and development in Bulgaria.
Classification system	· Classification of economic activities (CEA-2008, for international use NACE.BG-2008); · Fields of Research and Development (FORD) classification; · Classification of territorial units for statistics in Bulgaria (NUTS).
Sector coverage	R&D survey covers R&D performed in all four institutional sectors: Business enterprise (BES), Government (GOV), Higher education (HES), Private non-profit (PNP).
Statistical concepts and definitions	Research and experimental development (R&D) comprise creative and systematic work undertaken in order to increase the stock of knowledge - including knowledge of humankind, culture and society - and to devise new applications of available knowledge. R&D activity covers basic research, applied research and experimental development. The indicator 'R&D expenditure' is defined as all expenditures for R&D performed within a statistical unit, whatever the source of funds. Total intramural R&D expenditure (GERD) comprises current costs and capital expenditure on R&D. The indicator 'R&D personnel' measures the human resources going directly into R&D activity, responsible for creation, application and dissemination of new knowledge. R&D personnel include all persons engaged directly in R&D, as well as those providing direct support on R&D (R&D managers, administrators, technicians and clerical staff). R&D personnel comprise following categories: · Researchers; · Other R&D personnel. Researchers are professionals engaged in the conception or creation of new knowledge. They conduct research and improve or develop concepts, theories, models, techniques instrumentation, software or operational methods. Other R&D personnel comprise Technicians and Other supporting staff. Technicians participate in R&D by performing scientific and technical tasks involving the application of concepts and operational methods and the use of research equipment, normally under the supervision of researchers. Other supporting staff includes skilled and unskilled craftsmen, and administrative, secretarial and clerical staff participating in R&D projects or directly associated with such projects.
Statistical unit	Enterprise.
Statistical population	R&D survey covers all scientific institutions and organizations, the Bulgarian Academy of Sciences, the Agricultural Academy, higher education institutes, university hospitals, enterprises and other organizations, which irrespective of their main activity perform R&D as well - i.e. if at least one person of the personnel is engaged in R&D during the year.

Data collection	Exhaustive survey for all enterprises and organizations performing R&D as a primary or secondary activity. Data are collected using a paper and electronic (on-line) questionnaire included in the annual reports on the activities of enterprises, budget organizations and financial institutions.
Data validation	Data validation is done through arithmetic and logic control of input data and comparison of the output data with the results of previous R&D surveys and data from administrative sources.
Data compilation	The R&D survey is exhaustive survey and no estimates are made.
