The National Statistical Institute has completed the work on the project "BG - Action Plan for SILC Improvements" – for the action entitled Objective 1 “Timeliness of EU-SILC” and Objective 3 “Tests for EU-SILC revision”, according to the Grant Agreement with the European Commission № 829212-2018 -BG-ACTION PLAN SILC.
The project lasted for 20 months in the period November 2018 - July 2020.
The general project objectives were adapting the production process and the use of the administrative data, including preliminary income register data.
In accordance with the signed contract, the following activities were performed:
Objective 1 –Timeliness of EU-SILC
- Develop a data entry program on a new platform for SILC2019;
- Selection of households to participate in a pilot study; Train the staff involved in the project and Field work data collection on pilot study;
- Development of software for automating output target variables;
- Expansion of the used administrative data - inclusion of data from the Social Assistance Agency in the field research base;
- Using current income from administrative records.
Objective 3 - Tests for EU-SILC revision
- Analysis of unit allocation by NUTS3 of rotational group in 6th, 5th and 4th waves;
- Calibration of longitudinal weights to reduce bias between longitudinal and cross-sectional population;
- Variance estimation of persistent risk of poverty based on regression residuals of calibration variables to meet precision requirements;
- Analysis of standard error before and after calibration.
The implementation of project activities contributed to optimisation of data collection and data processing method providing availability of the early SILC data (including current income variables). Using of data from administrative registers allow better quality of information and creation of current income by component.
