The National Statistical Programme for 2025 is elaborated in accordance with Chapter Three of the Law on Statistics. The programme includes Plan for activity of the National Statistical Institute (NSI) and the Plans for statistical activities of the Bodies of Statistics.
The development of methodology, production and dissemination of statistical information in the National Statistical System of the Republic of Bulgaria is realized in accordance with adopted uniform European standards and harmonized methods. The new surveys and activities included in the national programme for 2025 are related to user needs and to priorities of the Community Statistical Programme for 2025. The new surveys and activities included in NSP 2025 are:
- Data on third-country nationals pursuant to Directive (EU) 1883/2021 on the conditions of entry and residence of third-country nationals for the purposes of highly qualified employment, repealing Directive (EU) 50/2009 and pursuant to Regulation (EU) 2020/851 amending Regulation (EC) 862/2007, Article 4 of Regulation 862/2007;
- Post-secondary non-tertiary education in vocational colleges;
- Household consumption and finance survey;
- Consumption of energy in data centers;
- Fast-growing enterprises by number of employees;
- Trade in goods with third countries broken down by invoicing currency;
- Providing data on indicators of the National set of Indicators for monitoring and reporting on the progress towards the UN Sustainable Development Goals (UN SDGs);
- Gender equality in leadership and decision making.

The NSI will participate in the following new EC projects:
- Labour Force Survey 2025 module;
- European Health Interview Survey 2025 wave;
- Household budget survey 2026 wave including innovative tools and sources;
- Income and living conditions domain - EU-SILC 2025 module;
- ESA2010 and BPM6 implementation, quality improvements, and execution of the GNI control cycle;
- European Comparison Programme 2025;
- Improving Harmonised indices of consumer prices;
- Statistics for the European Green Deal, environmental accounts, and waste statistics;
- Data collection for city and subnational statistics;
- Conduction of the 2024/2025 European Statistics Competition in Bulgaria.

The results of statistical surveys included in the National Statistical Programme are accessible to all. Deadlines, form and mode for presentation of the results are in conformity with Eurostat requirements.
Changes in the organization of some surveys and shortening the deadlines for providing data for users are made in connection with cost optimization and reducing the respondents burden.
According to the Law on Statistics, Article 16 paragraph 1, the funds necessary for the implementation of the National Statistical Programme shall be provided from the State Budget and from financial contribution (grant funds) from Eurostat and other bodies and organizations and shall be specified apart from the funds for maintenance of the National Statistical Institute. The Law on State Budget of the Republic of Bulgaria for 2025, published in State Gazette Issue 26/27.03.2025, specifies 46 101 000 BGN for costs in the NSI's Budget for 2025. Costs for external contractors are included in the budget of some surveys.
The plans for statistical activities of the Bodies of Statistics in 2025 shall be financed from the budgets of the respective institutions.
