The Overall energy balance sheet presents data on resources, transformation and final consumption of all forms of energy. Includes detailed indicators for fuels used and produced fuels/energy from transformation processes: in power plants, heat plants, petroleum refineries, coal briquetting plants, etc. Final consumption of energy products is divided by: non-energy and energy consumption, as energy consumption is presented by economic activity groups (according to the used by Eurostat structure), which ensure international comparison of data.
Includes data from all producers, importers and exporters, and consumers of primary and transformed energy products of all economic activities in accordance with the Regulation (ЕО) № 1099/2008 of the European Parliament and of the Council of 22 October 2008 on energy statistics.
Statistical concepts and definitions
Overall energy balance is an aggregated table of the balances of all fuels and energies, presented by groups:
Overall energy balance is presented by three blocks, including certain sets of indicators:
For the eight surveys, used to collect data for the preparation of the Energy Balances, and respectively of the Overall Energy Balance, the statistical unit is enterprise.
All economic entities that produce, import and/ or export, store and consume energy products.
For the territory of the Republic of Bulgaria.
Main data sources for the compilation of Overall energy balance are statistical surveys for energy products (included in the National Statistical Programme), collecting data by producers, importers and exporters, and consumers, as well as information from administrative sources.
Frequency of data collection
Information is collected by conducting statistical surveys on energy products online or through electronic forms:
A comparative analysis of the data from respondents is made with the data from other statistical surveys, with administrative data and with data from previous periods. Validated primary data are used for construction and preparation of 50 balances of energy products that have production and consumption in the country. Each energy product has its own specificity and reporting methodology, so the data analysis is done for each energy balance individually for all indicators.
Statistical difference between resource and consumption of every balance should be reduced below 5 %.
The validated (ready) Energy balances in natural units of measurement are recalculated in energy measure Terajoule. For thе purpose, calorific value of each energy product is used, and for some indicators - the weighted average calorific value. Data obtained in Terajoules is multiplied by the conversion factor for recalculation to a common energy unit of measurement thousand tons of oil equivalent - 0.023885, which allows comparability between different product groups.
Balance sheet data is aggregated under the Overall Energy Balance scheme according to the methodology described in the Eurostat Guide on Energy Balance Sheet and the Overall Energy Balance.
Data from all surveys are validated and corrected by the NSI in case of established inaccuracies.
Following the reporting of the data, Eurostat and the International Energy Agency carry out data validation procedures, after which, if necessary, the NSI sends additional clarifications related to the reported data, or make corrections in case of an error.
Aggregated information in the Overall energy balances by groups of energy products is comparable with the information prepared by the other member states as it is produced according to a unified methodology.
Information is used for analytical, forecasting and managing needs by Ministries and other organizations, companies and citizens.
No user satisfaction survey was conducted.
Data fully meet the requirements of the Regulation (EC) No 1099/2008 of the European Parliament and of the Council of 22 October 2008 on energy statistics in terms of the observed indicators, scope of energy products and structure of consumption.
Data completeness - rate
Number of data cells provided is equal to the number of data cells required, according to the specifics of each energy product.
Accuracy and reliability
Sampling errors - indicators
Over-coverage - rate
Common units - proportion
Very high share of the common units, as the respondents for the indicators Import (Entries) and Exports (Exits) for the annual surveys are determined on the basis of data from administrative sources.
Cases of incorrect or partially missing data, which are corrected during the data verification.
Non response error
No non-response errors.
Unit non-response - rate
Item non-response - rate
No processing errors.
Imputation - rate
Model assumption error
Data revision - policy
No established official policy for data revision.
Data revision - practice
Revision is made as a result of changes in the used classifications, methodologies, or when establishing incorrect data - omissions or inaccuracies in the data presented by the respondents.
Data revision - average size
Timeliness and punctuality
Data from respondents for preparation of the Overall energy balance is collected six months after the reporting year. Analysis, verification, processing and preparation of the Energy balances and Overall energy balance are carried untill the end of November following the reporting year.
Time lag - first results
Time lag - final results
Data are published 11 months after the last day of the reporting year.
Data are published on the dates indicated in the Release Calendar presenting the results of the statistical surveys of the NSI.
Punctuality - delivery and publication
Data are submitted in time according to the Release Calendar presenting the results of the statistical surveys of the NSI.
Coherence and comparability
Data are comparable with the data of the EU Member States for the entire period - from 2001.
Comparability - geographical
Data are geographically comparable for the entire period for which they are available - from 2001.
Asymmetry for mirror flows statistics - coefficient
Comparability - over time
Data are comparable over time for the entire period for which they are available - from 2001.
Length of comparable time series
Time series with no breaks for the period from 2001 to the last reporting year.
Coherence - cross domain
Partial coordination with the annual data in the field of Environmental statistics.
Data for the indicators Import (Entries), Exports (Exits) and Marine bunkering are consistent with the data of External Trade in Goods Statistics for the respective year, except in cases where methodological differences between the two areas exist.
Coherence - sub annual and annual statistics
Coherence - National Accounts
Coherence - internal
For certain indicators and energy products, consistency of data is sought between the individual surveys in the field of Energy Statistics.
