The Overall energy balance sheet presents data on resources, transformation and final consumption of all forms of energy. Includes detailed indicators for fuels used and produced fuels/energy from transformation processes: in power plants, heat plants, petroleum refineries, coal briquetting plants, etc. Final consumption of energy products is divided by: non-energy and energy consumption, as energy consumption is presented by economic activity groups (according to the used by Eurostat structure), which ensure international comparison of data.

• Classification of Economic Activities (CEA-2008, for international use NACE.BG-2008) in force as of 2008
• Nomenclature of energy products as part of Nomenclature of Industrial Production (PRODCOM.BG) is valid to 2007
• Nomenclature of energy products (PRODENERGY) in force as of 2008.

Includes data from all producers, importers and exporters, and consumers of primary and transformed energy products of all economic activities in accordance with the Regulation (ЕО) № 1099/2008 of the European Parliament and of the Council of 22 October 2008 on energy statistics.

Overall energy balance is an aggregated table of the balances of all fuels and energies, presented by groups:

• Solid fossil fuels
• Oil and petroleum products
• Natural gas
• Renewables and biofuels
• Non-renewable waste
• Nuclear energy
• Heat
• Electricity.

Overall energy balance is presented by three blocks, including certain sets of indicators:

• Primary energy
• Transformed energy
• Final energy consumption.

For the eight surveys, used to collect data for the preparation of the Energy Balances, and respectively of the Overall Energy Balance, the statistical unit is enterprise.

All economic entities that produce, import and/ or export, store and consume energy products.

For the territory of the Republic of Bulgaria.

Main data sources for the compilation of Overall energy balance are statistical surveys for energy products (included in the National Statistical Programme), collecting data  by producers, importers and exporters, and consumers, as well as information from administrative sources.

Information is collected by conducting statistical surveys on energy products online or through electronic forms:

• Consumption of fuel and energy - online by “Business Statistics” Information System
• Production and sales of energy products - online by “Business Statistics” Information System
• Balance of energy transformation processes - by email
• Electricity and heat generation - by email
• Supply of liquid biofuels - by email
• Characteristics of solar collectors - by email
• Statistics on nuclear energy - by email
• Electricity, heat, natural gas, lubricants supplied to end-users - by email.

A comparative analysis of the data from respondents is made with the data from other statistical surveys, with administrative data and with data from previous periods. Validated primary data are used for construction and preparation of 50 balances of energy products that have production and consumption in the country. Each energy product has its own specificity and reporting methodology, so the data analysis is done for each energy balance individually for all indicators.

Statistical difference between resource and consumption of every balance should be reduced below 5 %.

The validated (ready) Energy balances in natural units of measurement are recalculated in energy measure Terajoule. For thе purpose, calorific value of each energy product is used, and for some indicators - the weighted average calorific value. Data obtained in Terajoules is multiplied by the conversion factor for recalculation to a common energy unit of measurement thousand tons of oil equivalent - 0.023885, which allows comparability between different product groups.

Data from all surveys are validated and corrected by the NSI in case of established inaccuracies.

Following the reporting of the data, Eurostat and the International Energy Agency carry out data validation procedures, after which, if necessary, the NSI sends additional clarifications related to the reported data, or make corrections in case of an error.

Aggregated information in the Overall energy balances by groups of energy products is comparable with the information prepared by the other member states as it is produced according to a unified methodology.

Information is used for analytical, forecasting and managing needs by Ministries and other organizations, companies and citizens.
