National Statistical Institute of Bulgaria informs users of statistical information that the volume 1 - 2/2013 of Statistics Journal is available. The issue is only in Bulgarian (summary in English and Russian). In this volume are included the following chapters:

2013 - International Year of Statistics (a leading article) - PhD Reneta Indjova, President of NSI
In 2013 the world celebrates the International Year of Statistics. This is a clear sign that the international community evaluates positively the contribution of statistical science to measure the progress of society, relies on statistical data and appreciates the professional work of statisticians.
The initiative ‘2013 - International Year of Statistics' is a global event and recognition of statistical science. By bringing together the efforts of statistical organizations around the world is promoted the importance of statistics in scientific community, business, media, politicians, employers, students, and among all users of statistics.
The National Statistical Institute as a leading authority in the statistical issues in Bulgaria and as part of the European and world statistical community also celebrates the International Year of statistics with numerous events.
І. In Theory and methodology of the statistical surveys, the following articles are published:
• Some general aspects of social policy and the role of statistics in the beginning of the new millennium - author Bogdan Bogdanov, PhD, Head of Households, Income and Expenditure Statistics Department, NSI
The article discusses problems and issues of effective and societal social policy, which must be the litmus with regard to statistical data. Emphasis is placed on the quality of statistical data as a guarantee of adequate policies. Highlighted is the interdependence between the good management decisions and the quality of statistical information. The issue of literacy of politicians who can use statistical information to justify their own decisions and actions is also implicitly raised.
• Productivity and resources recurrent actions - factor for the productivity and sustainability of economic development - author Assen Kovachev, PhD, Prof.
The article examines product-resource recurrent actions in the economy and the subsequent multiplicative-integrative effects, as generator of productivity and balance sustainability of its development. Interaction is achieved within dynamic theory of the systems - via a network of links between resources in the input matrix, as well as by structural changes in the output vector of the realized output.
The product-resource recurrent actions are achieved by RPSD - iteractive algorithm with mathematically and empirically verified evidences in the business practice.
• Methodology for small area estimations of sample surveys’ data at LAU1 and LAU2 level using cluster and structural analysis - authors Valeria Angelova, Senior Expert, Regional Statistics and GIS Department, NSI, and Ivaylo Gavazki, Chief Expert, Demographic Statistics Department, NSI
Small Area Estimation methods are used to overcome the problems caused by the small samples sizes at producing the small area estimates and production of enaugh reliable data in comparison with direct survey estimates obtained from the sample in each small area. The authors apply the cluster analysis on the base of structural analysis in order to define homogenous groups of settlements according to some demographic, social and economic characteristics. Working in a homogeneous environment allows the production of small area estimates using the probability for realization of a particular event in each cluster and its matching with the average annual population of the territorial units.
ІІ. In Statistical surveys and analysis, the following articles are included:
• Survey on income and living conditions - analyses of impact of the education on poverty - author Desislava Dimitrova, PhD, State expert, Households, Income and Expenditure Statistics Department, NSI
The connection between the poverty level and education is examined in the article. The possibilities to use information from the annual survey on income and living conditions (EU-SILC) for preparation of empirical estimates and analyses are presented. The created longitudinal component of the survey allows tracing the households for longer period of time - at least two consecutive years. This feature creates an opportunity for in-depth analysis of the changes that occurred in the households and mainly to estimate the people who are in poverty for long time by different indicators.
The research on the dynamics and risk of poverty based on the people’s education allows creating of poverty profiles and a possibility to outline the main directions and priorities of the education and social policy.
• Social replacement of insolvency institution in Bulgaria after 1989 - author Maria Stoyanova, Ass. Prof., PhD, Economic Sociology Department, University of National and World Economy (UNWE)
The article discusses a current problem of Bulgarian research and social practice - social replacement of insolvency after 1989. Four masks of insolvency - the mask of disgrace (stigma), the mask of privatization, the mask of fraudulent insolvency, and the mask overcoming stigma are presented on the basis of statistical and empirical sociological data. The thesis that social replacement is possible because of the low level of institutionalization of bankruptcy in Bulgaria and the lack of synchronization of insolvency legislation with the EU legislation in this area is being advocated. Summaries and suggestions for overcoming the existing practices have been provided.

• The role of successful communication on Statistical information to strengthen user’s and Respondent’s confidence in statistics author Antoaneta Ilkova, Chief Expert, Administrative Services Department, NSI
At the end of May 2013 in Berlin was held a UNECE Work Session on the communication of statistics. The conference was attended by representatives of 35 statistical offices and other organizations around the world.
The conference is regular and during the work sessions current and future initiatives in the field of communication were discussed, best practices and innovative ideas for future implementation of communication activities were shared. The conference outlined the most important contemporary trends in the field of communications.
ІV. In Information, reviews, consultations, the following information is published:
• Statistical exhibition ‘Bulgaria and the world in figures’
The National Statistical Institute and the National Library ‘St. St. Cyril and Methodius’ in March organized the exhibition ‘Bulgaria and the world in figures’ in the central foyer of the National Library.
The exhibition presented to the public the most important and basic documents of the first institutions carried out systematic statistical activities in Bulgaria. The aim was to focus on the significance and traditions of statistics, presenting statistical publications that are part of the literary, scientific and cultural heritage of Bulgaria. Already 133 years Bulgarian statistics registers and reflects the social and economic development of the country. Statistical surveys conducted during the period 1880 - 2013 tell the story of Bulgaria in figures.
• Participation of students from Bulgaria in the initiative ‘International Year of Statistics'
National Statistical Institute as a leading organization in the collection, processing and dissemination of statistics in our country celebrates the International Year of Statistics with various initiatives and events, in which many young people were included. In the organized international competition for making videos and materials on statistical topics success achieved Svilen Donev - a student of the First English Language School in Sofia, who won third prize in the competition for making a video with the title ‘Statistics - Grammar of Science’ and Blagovesta Mineva - a student of the Vocational Secondary School of Economics ‘Racho Stoyanov’ in Dryanovo, who with the help of her classmate Dimo Enev, participated with a video material titled ‘What is the statistics for each of us ?’.
• Two digital collections on the Internet
Library of the National Statistical Institute published digital collections ‘Population Census as of January 1, 1888’ and ‘Population Census of at January 1, 1893’. Users of statistical information have free online access to almost 10 000 digital pages with statistical data by sex, age, marital status, birthplace, residence, mother tongue, literacy, nationality, settlements, administrative regions and others. Both censuses conducted after the Unification of the Principality of Bulgaria and Eastern Rumelia, are extremely valuable not only for its time, but from a historical perspective.
